Instrument Currency Requirements FAR 61.57(c)(d)

計器飛行をするには、IFR Rating等の免許だけでなく、飛行の近日中に十分な計器飛行経験が義務付けられています。　これは計器飛行と言うのが複雑で、また危険性が高いので、VFRよりもかなり厳しい条件が設定されています。　また、この経験が満たない場合の対処法も記述されています。

またこの法律は、厳しい為か、頻繁に変更されます。　飛行前には最新の航空法（FAR)をご確認下さい。

FAR 61.57(c) Instrument Experience. Except as provided in paragraph (e) of this section, no person may act as pilot in command under IFR or in weather conditions less than the minimums prescribed for VFR, unless within the preceding 6 calendar months, that person has:

PICとしてIFR飛行を行うか、VFRの最低気象条件以下で飛行する際は、IFR飛行しようとする日より遡って６ヶ月（６　Calendar Month)以内に、決められた飛行経験が必要となります。　

「IFR飛行を行うか、VFRの最低気象条件以下で飛行する」　これは　IFR Clearanceを得て計器飛行する場合と、Class-GであるUn-Controlled Airspaceで計器飛行をする事が考えられます。　わざわざ「VFR気象条件以下」と書かれているのはクリアランスが不要なUn-Controlled Airspaceも含まれて居ます。　また気象がVFRで有っても、IFR Clearanceを受けるとIFR飛行になります。

「遡って６ヶ月」は "within the preceding 6 calendar months" となっていますので、ｘｘ日間と言う定義では無く月単位で日付を考えます。例えば：　８月２３日にIFR飛行をしようと思う場合は、８月の「６ヶ月前まで遡って」と考えます。ですから「２月」もしくは「２月１日から」定められた飛行経験が有ればOKとなります。

(1)　For the purpose of obtaining instrument experience in an aircraft (other than a glider), performed and logged under actual or simulated instrument conditions, either in flight in the appropriate category of aircraft for the instrument privileges sought or in a flight simulator or flight training device that is representative of the aircraft category for the instrument privileges sought-

飛行しようとする航空機のCATEGORY　や　そのCATEGORY　Flight Training Device (FAA認定のシュミレター）を使って、
ActualかSimulated（フードを使った）の計器飛行で、下記の三つが必要となります、、、（そしてLogbookに記載する事）

(i) At least six instrument approaches;
(ii) Holding procedures; and
(iii) Intercepting and tracking courses through the use of navigation systems.

(i) 最低６回のＩnstrument approaches;
(ii) ホールディング (Holding Clearanceが必要とは書いていない。）、それと
(iii) 航法装置を使ってのインターセプトとトラッキングを行う

計器飛行時間の規定はありません、６回のAppraochやHolding、InterceptにTrackingだけです。　以前は計器飛行時間やアプローチの回数が詳しく規定されてました。　今はシンプルですが、また以前の様に変わる可能性もあります。

同じCategoryと規定されているので、Airplaneの場合はSingleでもMultiでも同じに扱われます。Rotorcraftなども同じです。

(2) (2) For the purpose of obtaining instrument experience in a glider, performed and logged under actual or simulated instrument conditions-
(i) At least 3 hours of instrument time in flight, of which 11/2hours may be acquired in an airplane or a glider if no passengers are to be carried; or
(ii) 3 hours of instrument time in flight in a glider if a passenger is to be carried.
これはグライダーについての、規定ですので私の守備範囲ではありません。　ゴメンネ。

(d) Instrument Proficiency Check.

Except as provided in paragraph (e) of this section, a person who does not meet the instrument experience requirements of paragraph (c) of this section within the prescribed time, or within 6 calendar months after the prescribed time, may not serve as pilot in command under IFR or in weather conditions less than the minimums prescribed for VFR until that person passes an instrument proficiency check consisting of a representative number of tasks required by the instrument rating practical test.

(C)で定められた期間（6 Calendar Month)以内に十分な飛行経験が無い場合は、上記の事を行う必要かInstrumet Proficiency Checkを合格する必要が有ります。　

また規定を超えて、さらに６ヶ月以上を超えた場合はInstrument Proficinecy Checkが必要となります。　（１２ヶ月以内なら、Safety Pilotなどと飛行して来てもOKですが、１２ヶ月以上も間が開いてしまうとInstrument Proficiency Checkをパスする必要が有ります。）

(1) The instrument proficiency check must be-

(i) In an aircraft that is appropriate to the aircraft category;
(ii) For other than a glider, in a flight simulator or flight training device that is representative of the aircraft category; or
(iii) For a glider, in a single-engine airplane or a glider.

内容はInstrumentのPTSに定められた事を、飛行しようとする航空機のCategoryで行う必要があります。　認定シュミレターでも可能で、グライダーの場合はSingle-Engine Airplaneで代用も出来ます。

(2) The instrument proficiency check must be given by-

(i) An examiner;
(ii) A person authorized by the U.S. Armed Forces to conduct instrument flight tests, provided the person being tested is a member of the U.S. Armed Forces;
(iii) A company check pilot who is authorized to conduct instrument flight tests under part 121, 125, or 135 of this chapter or subpart K of part 91 of this chapter, and provided that both the check pilot and the pilot being tested are employees of that operator or fractional ownership program manager, as applicable;
(iv) An authorized instructor; or
(v) A person approved by the Administrator to conduct instrument practical tests.

Instrument Proficiency Checkは上記の者から受ける事が出来まして、一般的には(iv)の教官が多いでしょう。

・６ヶ月以内にInstrument Experienceが必要。
・不足している場合は、Instrument Experienceに必要な事を、期限から６ヶ月以内に行うか、Proficiency Checkが必要
・１２ヶ月以上（６ヶ月＋６ヶ月）を超えると、必ずInstrument Proficiency Checkが必要になる。

IFR Procifiency Checkの内容はPTS,飛行試験と同じ内容になります。

Proficiency CheckはInstructor, Examiner, FAA Inspectorなどから受ける事が出来ます。

例えば、、、、

１２月２ｘ日に６回のAppraochとHoldingなどの訓練をしたとしましょう。
6 Calender Month遡って、IFRの経験があれば良いのですから、６月３１日までは合法的に計器飛行が出来ます。

そして、後日に何もしていなければ７月１日に有効期限が切れてしまいます。
それからまた６ヶ月以内は、Saftey Pilotを乗せたりして、IFRの経験を積む事が出来、また合法的に飛行が可能になります。
この期限は１２月３１日になります。

しかし、さらに6 Calender Month以内に十分な飛行経験を行わないと、今度はInstrument Proficiency Checkが義務付けられます。
１２月３１日までは、Proficiency Checkは必要ありませんが、次の月になる１月１日以降はProficiency Checkを受けるしかありません。

Calender Monthとは、日時の期限を、日付単位では無く、月単位で期限を決める事です。　通常の期限が７月ｘｘ日なら、その月の末日７月３１日まで有効となります。「何月に行ったか？」、「何日にやったか？」が基準となって、「ｘｘ日まで」など細かく規定されません。

簡単に言えば、１年以上計器飛行と十分な経験を行わなければ、飛行試験と同等のProficiency Checkが必要になります。
その代わり、試験官で無く、Flight Instructor（CFI-I)から受ける事も可能です。

FAR 61.51(g) Pilot Logbook - Instrumet Flight Time

ログブックに記入できる計器飛行タイムは、計器だけを頼りに飛行した場合のみを記入できます。（Solely by reference to instrumet)
これは、IMC (Actual) でも Hood (Simulated、模擬）でもOKです。

計器飛行教官、Instrument Flight Instructorが計器飛行時間として、記入できるのはActual Timeのみです。　Hoodを被る練習はVFRですので計器飛行時間とはなりません。

The Name of the Safty Pilot, if required 　セーフティーパイロットの名前
