Types of Risk

Total Risk:
Identified Risk と Unidentified Riskの合計。

Identified Risk:
何らかの方法で認識が出来たリスク 。
システム・セーフティーの第一歩は認識する事から始まります。

Unidentified Risk:
認識されていないリスク。　何かの出来事の後に気づくリスクもあれば、気が付かれ無い場合もある。

Acceptable Risk:
認識されたリスクの一つで、それ以上の対処の必要が無い状態と判断されるリスク。

これを判断するのは難しい物ですがリスク管理の必須事項です。Acceptableとの判断は、リスクにさらされる者がリスクを完全に理解をしてから行うべき。

Residual Risk:
システム・セーフティーの中で可能な事を全て行った後に残ったリスク。　

Acceptable Riskと同じとは限らず、AcceptableとUnidentified Riskの合計です。　この合計されたリスク(危険性)が利用者（操縦士）に降りかかる事になります。

• Hazard-a present condition, event, object, or circumstance that could lead to or contribute to an unplanned or undesired event, such as an accident. It is a source of danger. For example, a nick in the propeller represents a hazard.
  • Hazard　とは、ある事柄で何か悪い事が起こる原因となる事柄や物。　　（原因）　もしくは、実際にある欠陥部分や問題の多い状況。
  • プロペラのヒビ、雷雨、寝不足、暴飲暴食、アクロバットなどAccidentなど悪い事の原因となる物。　

• Risk-the future impact of a hazard that is not controlled or eliminated. It is the possibility of loss or injury. The level of risk is measured by the number of people or resources affected (exposure); the extent of possible loss (severity); and likelihood of loss (probability).
  • Risk　とは　Hazardが原因で起こる悪い事の発生確立と予測ダメージ。　（悪影響の度合いと、その確立）
  • 不健康な要因を持つこと。飛行機の墜落の可能性、落雷に会うかも知れない事、爆弾を抱える事。
  • リスクの強弱は範囲、度合い、確立で検討できます
  • the number of people or resources affected (exposure)　影響を受ける範囲
  • the extent of possible loss (severity)　そのリスクの、ダメージの度合い
  • likelihood of loss (probability). 確立、事故にあう確立は。

• Safety-freedom from those conditions that can cause death, injury, occupational illness, or damage to or loss of equipment or property, or damage to the environment. Note that absolute safety is not possible because complete freedom from all hazardous conditions is not possible. Therefore, safety is a relative term that implies a level of risk that is both perceived and accepted.
  • 安全：　障害や損失が無い状態
    • 人間に対する死亡、怪我、職業病の可能性が無い
    • 器具や資産を壊したり、損失する事が無い。
    • 環境破壊が無い状態
  • 注意点は、絶対的な安全はあり得ない！　何事にも危険性はあるので、完璧な安全は無い。その為、安全と言うのは相対的な物になります。 安全とは「何かの状態と比較した時にしか判断できず、主観的に判断される事でもある」とでも書きましょか。
